Current Activity: Vice president of the Inter-American Court of Human Rights.

Academic studies:

• Ph.D. in law from the University of Navarra, Spain, with the thesis: "The constitutional remedy of amparo in Mexico and Spain: Study of comparative law"; Cum Laude by unanimous decision (1994-97).
• Specialized studies in "Human Rights" at the International Institute of Human Rights, Strasbourg, France (1997).
• Post-graduate diplomas in "The social dimension of human rights" at the University of the Basque Country, San Sebastián, (2006); "Constitutional Law" at the University of Salamanca (2000), and "The Judiciary in contemporary democracy" at the Menéndez Pelayo International University, Santander, Spain (1996).
• Law degree from the Autonomous University of Baja California, obtaining the "Academic Merit" Award for the highest average of his class (9.9), and the national "Diario de Mexico Medal" for the highest average for all Mexican law faculties and schools (1987-91).

Activities related to jurisdictional functions:

• Judge of the Inter-American Court of Human Rights, elected during the forty-second General Assembly of the Organization of American States (OAS) held in Cochabamba, Bolivia.
• Judge ad hoc of the Inter-American Court of Human Rights in the Case of Cabrera García and Montiel Flores v. Mexico (2009-2010).
• Member of the Board of Directors of the Federal Institute of Public Defenders, appointed by the Plenary of the Council of the Federal Judicature (2011-2014).
• Member of the Academic and Editorial Committee of the Electoral Tribunal of the Federal Judicial Authority (2012-2013).
• Occupied the following posts in the Supreme Court of Justice of Mexico: Clerk of the Court; President of the Association of Clerks of Court; Director General for International Relations; President of the Access to Information Committee, and Administrative Juridical Executive Secretary. Also, Secretary of the Circuit Collegiate Court, and Clerk of the Central Chamber of the Electoral Tribunal.
• Executive Secretary of the drafting committee of the Ethics Code of the Federal Judiciary, adopted by the Plenaries of the Supreme Court of Justice of Mexico, the Electoral Tribunal of the Federal Judiciary, and the Council of the Federal Judicature in 2004.
• Coordinator of the drafting committee of the Ibero-American Model Code of Judicial Ethics, adopted by 22 countries at the 2006 Ibero-American Judicial Summit held in Santo Domingo, Dominican Republic.
• Representative of the Supreme Court of Justice of Mexico to the Venice Commission of the Council of Europe (2004-2007).
