Dialogue between the Regional Human Rights Courts in San José, Costa Rica

On Thursday, 25, and Friday, 26, May 2023, the Inter-American Court of Human Rights, the European Court of Human Rights, and the African Court of Human and Peoples’ Rights held the Dialogue between the three Regional Human Rights Courts in San José, Costa Rica. The event ended with the signature of the San José Declaration (II), in which the Courts reaffirmed their commitment to the principles and objectives contained in their respective regional human rights instruments.

On-site Procedure in the context of the Case of the San Juan Garifuna Community and its members v. Honduras

On May 30 and 31, the Court visited Honduras to conduct an on-site Procedure in the context of the Case of the San Juan Garifuna Community and its members v. Honduras. The visit culminated with a meeting with the Inter-American Court’s delegation so that members could hear the opinions of third parties and institutions concerning the territories that are in dispute in this case. The Court’s Delegation was composed of Judge Humberto Antonio Sierra Porto, Judge Nancy Hernández López and Judge Patricia Pérez Goldberg. The Delegation was accompanied by the Deputy Registrar, Romina I. Sijniensky, the Director of Legal Affairs, Alexei Julio, the Director of Administrative Affairs, Arturo Herrera, and the lawyer, Jorge Errandonea.

On June 23, the Board of the Inter-American Court of Human Rights, composed of its President, Judge Ricardo C. Pérez Manrique, and Vice President, Judge Eduardo Ferrer Mac-Gregor, together with the Registrar, Pablo Saavedra Alessandri, took part in the 53rd General Assembly of the Organization of American States held in Washington D.C., during which the 2022 Annual Report was presented to the General Assembly.

The Board of the Inter-American Court met with the Inter-American Commission on Human Rights

Within the framework of the Court’s participation in the 53rd OAS General Assembly, on June 22 the Board of the Inter-American Court, composed of the President Judge Ricardo C. Pérez Manrique and the Vice President Judge Eduardo Ferrer Mac-Gregor, held a meeting with the Inter-American Commission on Human Rights. The Commission was represented by its President Margarette May Macaulay, the first Vice President Commissioner Esmeralda Arosemena, the second Vice President Roberta Clarke and the Special Rapporteur on ESCER, Soledad García Muñoz. Other participants included the Court’s Registrar, Pablo Saavedra Alessandri, and the Executive Secretary of the Commission, Tania Reneaum. During the meeting, participants continued the dialogue between the two institutions on the challenges faced by the Inter-American System of Human Rights.
 
 
Meeting between Presidents of the Inter-American System of Human Rights

On June 8, in Uruguay, a meeting was held between the President of the Inter-American Commission on Human Rights, Commissioner Margarette May Macaulay, and the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique. The Presidents discussed current issues and the challenges faced by the Inter-American System of Human Rights.

On June 8, the third Refresher Course on the Case Law of the Inter-American Court of Human Rights was inaugurated. It was held within the framework of the Initial Training Program for Aspiring Members of the Judiciary (FIAJ) of the Costa Rican Judicial Academy. Judge Nancy Hernández, López and the Director a.i of the Judicial Academy, Rebeca Guardia Morales, participated in the official inauguration.
 
 
Third Workshop of the Latin American Youth Incubator Course on Human Rights

On May 27, the Third Workshop of the Latin American Youth Incubator Course on Human Rights was held with the participation of the invited expert, Yanira Zuñiga, who imparted a class on “Genders and Diversities.” The class was divided into two parts; the first consisted of the presentation by the invited expert and the second of guided group discussions. Young people from throughout the region took part in the workshop and this enriched the event with dialogue and discussions that are relevant for the Inter-American System of Human Rights.

Inauguration of the fifth Diploma refresher Course on the Court’s Case Law in El Salvador

On May 16, the Inter-American Court inaugurated the Fifth Diploma Refresher Course on its Case Law in El Salvador. The Course was held in person and officials from the Judiciary, the Public Prosecution Service, the Attorney General’s Office, the Public Defense Service, and the Ombudsman’s Office, among other key officials for the protection of human rights in El Salvador, participated actively in the training process.

The fifth Diploma Refresher Course on the Court’s Case Law inaugurated in Honduras

On May 10, the Inter-American Court inaugurated the fifth Diploma Refresher course on its case law in Honduras. The diploma course was inaugurated by the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, who stressed the importance of human rights training programs for those responsible for the administration of justice.

CORTE IDH TV BEGINS TRANSMISSIONS

Corte IDH TV began transmissions on June 13. Using this platform, viewers will be able to learn more about the Court’s human rights protection Case Law and work. With the start-up of transmissions, the Inter-American Court takes another step towards the implementation of an online audio-visual transmission service and a platform of on-demand audiovisual contents related to its work.

Signature of a Cooperation Agreement between the Inter-American Court of Human Rights and the Regional Electoral Court of the Federal District and the Federal Judicial Academy of the First Region of Brazil

On May 24, a Cooperation Agreement was signed between the Inter-American Court of Human Rights, the Regional Electoral Court of the Federal District, and the Federal Judicial Academy of the First Region of Brazil. The Court was represented in the event by the President, Judge Ricardo C. Pérez Manrique, the Vice President Judge Eduardo Ferrer Mac-Gregor, Judge Verónica Gómez, Judge Rodrigo Mudrovitsch, and the Registrar Pablo Saavedra Alessandri. The Brazilian delegation consisted of the President the Regional Electoral Court, Judge Roberval Casemiro Belinati and the President of the Federal Judicial Academy of the First Region, Judge Antônio Souza Prudente.
 
 
Signature of a Cooperation Agreement between the Inter-American Court of Human Rights and Sweden

On May 12, Sweden renewed and expanded its cooperation with the Inter-American Court in order to increase the number of Sessions, strengthen its technological resources, and expand training initiatives to benefit the States parties and interested third parties, as well as to translate Judgments and Advisory Opinions into Portuguese and English.

On June 26, the Inter-American Court Judge, Rodrigo Mudrovitsch, chaired a panel discussion during the Eleventh Lisbon Legal Forum with the participation of the Minister of Justice and Public Security of Brazil, Flávio Dino, the Governor of the state of São Paulo, Tarcisio de Freitas, and Brazilian and Portuguese professors. On June 24, the publication: Comentario al procedimiento ante el Sistema Interamericano de Derechos Humanos was presented officially. The welcome address was given by the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, and KAS Director, Harmut Rank. This was followed by a commentary on the book by Miguel Ángel Barboza, Coordinator of KAS projects and, lastly, a panel discussion was held on: "Democratic access to the Inter-American System of Human Rights: threats and challenges to its strengthening in view of the Comentario,” with the participation of the Court’s Judge, Nancy Hernández López, and Registrar. Pablo Saavedra Alessandri, Elizabeth Salmón, Special Rapporteur on the situation of human rights in the Democratic People’s Republic of Korea, Armin Von Bogdandy, Director of the Max Planck Institute, and Juan Carlos Pérez Murillo, Director of the Public Defense Service.

Presentation of the book "Las mujeres privadas de libertad y el enfoque de capacidades"

On May 9, Judge Patricia Pérez Goldberg took part in the presentation of her book: "Las mujeres privadas de libertad y el enfoque de capacidades" organized by the Universidad Torcuato Di Tella in Buenos Aires, Argentina. During the presentation, remarks were made by the Inter-American Commission’s Rapporteur on the Rights of Women, Julissa Mantilla, and by the Dean of the Law School of the Universidad Torcuato Di Tella, Alejandro Chehtman. This publication makes a critical examination of the situation of women in prison in Chile. Judge Pérez underlined that her book develops the concept of equality from the perspective of egalitarian liberalism.

Ceremony to celebrate the completion of Internships for students from Uruguayan Faculties of Law

On June 15, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, took part in the Ceremony to celebrate the completion of Internships in his office in Uruguay by students from the Uruguayan Faculties of Law. The President highlighted that: “Already more than 20 students have completed this internship which enhances knowledge about the inter-American system and helps to disseminate information on it in Uruguay." The ceremony took place in the MERCOSUR building.

On May 23, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, held an open dialogue with that period’s interns and visiting professionals from different parts of the world.
