The Inter-American Court of Human Rights holds its 149th Regular Session

The Inter-American Court held its 149th Regular Session from June 13 to July 1, 2022.

During the Session, three Judgments were deliberated, and five public hearings of Contentious Cases were held. The Court also heard various matters related to Monitoring Compliance with Judgments, Provisional Measures, and dealt with several administrative matters. Furthermore, in relation to the Case of Flores Bedregal et al. v. Bolivia, the Court announced that this case will be examined in its next Session.

The Inter-American Court held its 65th Special Session from July 25 to 27, 2022. The former composition of the Court met virtually and continued to hear and deliberate on the Case of Members and Militants of the Patriotic Union v. Colombia. The Court also deliberated various Judgments of interpretation.

Between August 22 and 27, 2022, the Inter-American Court of Human Rights held its 150th Regular Session in Brasilia, Brazil. The Session was held thanks to an invitation from the State of Brazil to the Court and was jointly organized by the Brazilian Ministry of Foreign Affairs and the Superior Court of Justice of Brazil (STJ).

The Inter-American Court held its 151st Regular Session from August 29 to September 9, 2022.

During the virtual Session two Judgments were deliberated and a Public Hearing of a Contentious Case was held, as well as a Hearing of a Request for Provisional Measures. The Court also heard various matters related to Monitoring Compliance with Judgments, Provisional Measures, and dealt with various administrative matters.

On August 4, 2022, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, gave a lecture at the International Law Course of the Inter-American Juridical Committee of the Organization of American States, held in Rio de Janeiro, Brazil.

Throughout its more than 45 years of existence, the International Law Course has offered lawyers and internationalists from the Americas a space to study and address, from a legal perspective, the most relevant issues on the Inter-American agenda.

On August 5, 2022, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, gave a Master Class on "Freedom of Expression and the Rule of Law" at the International Law Course of the Inter-American Juridical Committee of the Organization of American States, held in Rio de Janeiro, Brazil.

The President of the Inter-American Court meets with the Inter-American Juridical Committee

On August 5, 2022, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, held a meeting with the Inter-American Juridical Committee whose headquarters are in Rio de Janeiro, Brazil.

During the meeting, it was agreed to move forward on an academic cooperation agreement between both institutions.

President of the Inter-American Court participates in the Opening of the International Congress: "The future of justice and organized law as pillars of democracy"

On August 15, 2022, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, participated in the Opening of the International Congress: "The future of justiceand organized law as pillars of democracy" organized by the Association of Lawyers of Panama.

The Case Law of the Inter-American Court has repeatedly highlighted through its Jurisprudence the importance of the triptych: Rule of Law, Human Rights, and Representative Democracy. The legal profession is an essential service for access to justice and thus the rights of individuals when facing the justice system. Without an independent and competent legal profession, respect for the rights of individuals and the rule of law does not match reality," said the President of the Court, Ricardo C. Pérez Manrique at the Congress’ Opening Ceremony.

In May of this year, the Inter-American Court signed a Cooperation Agreement with the Association of Lawyers of Panama. The Court maintains cooperation activities with different Bar Associations and Ombudsman’s Offices throughout the Hemisphere.

On August 19, 2022, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, gave a Lecture: "The Inter-American Court of Human Rights and the challenges surrounding freedom of expression in the 21st century."

During the event, the President of the Court was awarded the Title of Doctor Honoris Causa.

Minister Gilmar Mendes and Minister Cármen Lúcia, both Ministers of the Federal Supreme Court of Brazil, participated in the Seminar, together with the Judge of the Inter-American Court, Rodrigo Mudrovitsch.

They held a meeting with Minister Gilmar Mendes and reviewed areas of collaboration between both organizations.

Signing of the Cooperation Agreement between the Inter-American Court and the Bar Association of Brazil

On August 24, 2022, the Cooperation Agreement between the Inter-American Court of Human Rights and the Brazilian Bar Association was signed.

The President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, met with the President of the Federal Council of the Brazilian Bar Association (OAB), José Ribeiro Simonetti, the Director of Human Rights of the OAB, Silvia Souza, Judge Eduardo Ferrer Mac-Gregor and Judge Rodrigo Mudrovitsch.

Training Course for Brazilian Trainers on the Case Law of the Inter-American Court of Human Rights

As part of the Regular Session that took place in Brazil, from August 21 to 25, 2022, the Training Course for Brazilian Trainers in the Case Law of the Inter-American Court of Human Rights was held.

During the Course, Judge Eduardo Ferrer Mac-Gregor, Judge Verónica Gómez, and the President, Judge Ricardo C. Pérez Manrique, gave lectures. In turn, the participating magistrates had the opportunity to attend Public Hearings of the Inter-American Court.

This course was organized by the Inter-American Court, the National Council of Justice, the Unit for Monitoring and Control of Decisions of the Inter-American Court, and ENFAM, the National School for the Training of Magistrates.

The event saw participation from over forty magistrates from across the country, who had the opportunity to interact with Judges of the Inter-American Court.

In the Course’s closing ceremony, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, highlighted: "the interaction and training of judges in the knowledge of the Inter-American Court’s case law for its application in the domestic sphere."

On Monday, August 22, as a tribute to the Former President and Former Judge, Prof. Antônio Augusto Cançado Trindade, the International Seminar: ''Control of conventionality and groups in vulnerable situations '' was held in his honor. The seminar was moderated by the Ambassador of Brazil in Costa Rica, Ambassador Antônio Francisco da Costa e Silva Neto, and consisted of the following panels with the participation of the Judges of the Inter-American Court:

Panel “The centrality of the victim in international human rights law”.

Panel “Functioning of the Inter-American System for the Protection of Human Rights and Conventionality Control”.

Panel, “The Case Law of the Inter-American Court in relation to vulnerable groups”.

Inter-American Court of Human Rights announces a new way of notifying Judgments

The Inter-American Court of Human Rights, in accordance with the provisions of Article 69 of the American Convention and Article 67 of its Rules of Procedure, in order to strengthen its communication and knowledge of its decisions, as of September 1 of this year, will publicly notify its Judgments.

Seminar “Weaving Networks for Justice with a Gender Perspective” and creation of the Inter-American Judiciary Network of Gender Liaisons

On July 7 and 8, 2022, the “Weaving Networks for Justice with a Gender Perspective” seminar was held, organized by the Supreme Court of Justice of Mexico, the Inter-American Court of Human Rights, the Committee of Experts of the Follow-up Mechanism to the Belém do Pará Convention, and the Commission on Gender and Access to Justice of the Ibero-American Judicial Summit, in Mexico City. Judge Patricia Pérez Goldberg and Deputy Registrar Romina I. Sijniensky participated in the event, which saw the creation of the Inter-American Network of Gender Liaisons of the Judiciary here.

President and Registrar of the Inter-American Court participate in the "Ibero-American Colloquium on the Court’s Case Law and its structural impacts", held in Heidelberg, Germany

On July 5, 2022, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, together with the Registrar, Pablo Saavedra, participated in the Ibero-American Colloquium on "the Inter-American Court’s case law and its structural impacts", held in the city of Heidelberg (Germany) in collaboration with the Max Plank Institute and the Konrad Adenauer Foundation.

On this occasion, the colloquium was held in memory of Antônio Augusto Cançado Trindade, who was President of the Inter-American Court of Human Rights from 1999 to 2003.

Judge Ricardo C. Pérez Manrique highlighted the legacy of former President Cançado Trindade regarding the central role of victims in the process before the Inter-American Court, as well as his case law on vulnerable groups.

On August 29, 2022, the United Nations Special Rapporteur on the Right to Freedom of Association and Peaceful Assembly, Clement Nyaletsossi, visited the headquarters of the Inter-American Court and held a meeting with the Registrar of the Court.

The Registrar, Pablo Saavedra Alesandri, the Deputy Registrar, Romina I Sijniensky, and the Advisor to the President, Bruno Rodríguez Reveggino, participated on behalf of the Inter-American Court. The Rapporteur's Delegation was accompanied by Guido Ibarguen (OHCHR) and Luisa Gómez, International Institute on Race, Equality and Human Rights.

Inter-American Court inaugurates the "Refresher Course on the Case Law of the Inter-American Court of Human Rights" aimed at candidates for the judiciary (FIAJ) of the Judicial School of Costa Rica

On June 30, 2022, as part of the Initial Training Course for Applicants to the Judiciary (FIAJ) of the Judicial School of Costa Rica, the Inter-American Court inaugurated the Human Rights Protection Module: "Case Law Refresher Course of the Inter-American Court of Human Rights", which is aimed at approximately 35 candidates for the judiciary of Costa Rica.

Inauguration of the Latin American Human Rights Research Hub

The Latin American Human Rights Research Hub, 2022 edition, has begun, with the participation of dozens of young people from all over Latin America and the Caribbean interested in learning more about the work of the Inter-American Court.

This is a joint initiative between the Inter-American Court of Human Rights, the Konrad Adenauer Foundation (KAS), and the Human Rights Center of the University of Buenos Aires.

Hartmut Rank from the KAS Foundation, Pablo Saavedra, Registrar of the Inter-American Court, and Martín Sigal from the Human Rights Center (UBA) participated in the first session.

The students then had the first seminar on "Structure of the IAHRS" with Prof. Silvia Serrano.

Workshop on "Right to equality"

The Latin American Human Rights Research Hub continues for the 2022 edition, with the participation of dozens of young people from all over Latin America and the Caribbean interested in learning more about the work of the Inter-American Court.

In the previous session, the specialist Roberto Saba gave a workshop on "The Right to Equality". The students then worked in groups with their tutors on various practical activities on the subject.

This is a joint initiative between the Inter-American Court of Human Rights, the Konrad Adenauer Foundation (KAS), and the Human Rights Center of the University of Buenos Aires.

Publication of the Inter-American Court of Human Rights Case Law Bulletin No. 36: Case law relating to Brazil

During the 150th Regular Session held in Brazil from August 22 to 26, 2022, the Inter-American Court of Human Rights announced the publication in Portuguese of the 36th Case Law Bulletin of the Inter-American Court of Human Rights: Case Law relating to Brazil. This initiative adds to the publication in Portuguese of other Case Law Bulletins and the launch of the Court's website in that language, as well as a series of collaborative efforts between Brazilian authorities and the Court.
